well, I think he does. He certainly grows on Simon. But it's true that anyone who doesn't work with him that closely would have no reason to have that much affection for him; he's apparently useless and, let's face it, slightly annoying. The bravery and resourcefulness and loyalty are mainly apparent in near-death situations.

But I suppose most people in the station have had plenty of those with him (cf. this episode).

That's true. And there is one episode where he comes in all happy and exchanging banter with people on the way to Jim's desk.
